On a lot of properties around here the honest diagnosis is split in two. There is what the line on your block is doing, and there is what happens once the water leaves it.
The second part is not yours. Water crossing the suburb passes the rail corridor at a small number of culverts and pits, and when that is at capacity a property downstream of it will back up whatever condition its own pipe is in.
The first part is entirely yours, and it is worth putting beyond doubt. A relined section has no joints for roots to enter and no cracks for ground to wash into, so it stops being a candidate. Whatever happens after that is genuinely somebody else's system.
That is a different argument from the usual one for relining, and it is the one that fits this ground. It is not that a liner solves flooding. It is that it takes your own pipework out of the question permanently.

Because the digging is nearly always the expensive part, not the pipe. On a block that sits low, opening the ground also means reinstating it, and that is the number that surprises people in an excavation quote.
